Yes, you can. To be clear, the rewards for OVR and Position/Name puzzles are 108-110 OVR, not guaranteed 110 OVR. And Mystery Players are guaranteed 110+ OVR. Sorry if my response seems confusing, as the first question itself was also unclear.

Ok I am saying that the requirements for the milestone player is to collect 4 players from photo and nation, program. I got Mbappe from the photo and nation(photo and nation and program players are tradable). So now if I sell the mbappe will it result of missing the milestone 114 player?

No you will not missed it. The requirement for the Milestone Player is to collect 4 Mystery Players (Landon Donovan and the next Mystery Players), not the 4 puzzles (Program, OVR, Photo, etc).
